The man is at present resident here and keeps an hotel I have directed the attention of the Admiral to the incidents relative to the disclosure of telegrams passing between Admiral Noel and Admiral Togo I am not at present taking any further steps but I have directed the Detective Department to keep a watch upon the man, more especially in order to inform me whether there are grounds supposing that he is interested in the scheme for Defence and defence works of this Colony. 2.- I transmit the papers to Your Lordship (with a translation) since they may be of interest to the Foreign Office or Admiralty.
